Calling all chemists.....

In the process of restoring my car I pulled off the washer fluid bottle, clutch reservoir and brake reservoir and soaked them in a container full of bleach for about a week.  This is something I've done a few times before with yellowed automotive plastics and it usually works really well.  I once soaked a old Triumph washer bottle for 5 months and it came out looking like new.  Well for some reason I have a problem this time.  I peeked in after a week and the clutch and brake reservoir were lightly covered with a white film that was really on there, wouldn't scrub off short of steel wool.  Then I figured maybe I'd try putting them in a vinegar bath to see if that might eat it off, but after 4 days it doesn't seem to be making a difference.  Can any of you chemically inclined members lend some advice?

Bob,

Tom Sargeant once tried everything under the sun to "clean up" the discoloration of the polyethylene bottles you speak of.  No luck.
