Well, It is a tough job to steer the car without the steering wheel.  One can remove the steering wheel and take it with them.
Have seen this in a few movies.

I just tape a repair bill to the window to discourage any thieves!

Joke:  Story goes that a New York car owner, tired of his car being broken into, hung a sign in the window that said "No Stereo in Car".  He returned to find his window smashed and a note inside saying "just checking"...
