front headlight connections?

i have the u.s style headlights and when i have the parking lights/headlights on only 1 of the bulbs lights up for both sides.
its the top of the smallest bulbs that lights up, but the one below it and the bigger bulb in the middle of the assembly do nothing.
i hooked up a voltmeter and found out the circuits are actually complete, but there is no actual voltage going to the wires?

any ideas?

The three bulbs in lamp assembly each have a seperate function. the snall running lamp lights up (left and right side) when the light switch is turned to the first click to the right and with the head lights at the second click.
the other small bulb is for the European parking lamps they come on one side at a time when the switch is turned to the left.  the right side comes on at the first click and the left comes on at the second click.
The large 35 watt bulb is a driving lamp it comes on when the headlamps are switched on and the knob is pulled out.
