Injection Pump fuel load adjustment

I have been working on the injection pump fuel loads to factory spec. I do not have a problem adjusting the full, lower, and idle loads. Its the upper load which is driving me crazy. These are my lastest adjustments and C/O readings.
Adjusments:         -2    -3    -2     -4     +6   -1      +2    -4
          C/O: 12.2  8.0  6.8  12.5  13.4  9.6  11.9  11.5  13.5
The C/O level spec is 0.2 -1.5.
The readings do not make sense. The IP was rebuilt earlier this year (Pacific).
I would appreciate any and all suggestions.

I had a similar situation with my car CO reading was all over the place, after doing a bit more looking I found that I had an exhaust leak therefor throwing off the CO reading, worth looking in to.
