The answer is 'not entirely'. There are two levels of Membership, Full members like your self that give and take information from the site and are happy to put in a small annual fee to help defray the cost of running the web site etc, and as such have full visibility of all parts of the Tech Manual and also get the Pagoda notes and Pagoda World publication.
Then there are a second level of membership, Junior Member, who do not contribute financially, cannot access editing and thus cannot contribute to the Tech Manual and also only have partial access to the manual and do not receive the Pagoda Notes or World publications as a non contributing member. Those members have a couple of other limitations placed on them as well in accordance with the Forums Charter and Conditions of Use but all members whether Full or Junior, do all try to assist each other whether they feel they contribute, draw benefit and thus give financial support or just make use the forum for many varied reasons without assisting with the cost of running it.
Both past and present Members of the Board, elected every two years, decided that even though some Junior Members may seek information and help in some cases many hundreds of times, do in some cases, contribute a wealth of information to help others and that there should be no compulsion on those members to become full members.
Thus to answer your comment, not all information is shared openly to all levels of members as a incentive to contribute the small fee to help defray the costs.
