any expertise on small engines?

Just got this 2hp 2 cycle kayak motor from Germany.  Circa 1938.  They were quite popular back then, but they are no longer made.  I got this for my vintage Klepper kayak, circa 1964.
Problem is that I don't know a thing about it.  Can anyone help with advice?  I don't even know what the controls/levers are for, expect for the main throttle.
Here is the engine from an archive, it is the Sachs motor listed as 1938, about half way down.  Mine is exactly the same, except that it has a steering wheel!

First thing needed is guess as to lubrication oil.  I have enough info to use 25:1 in the gas, but there is a dip stick going to either the crank case or the gear/transfer case.  I don't want to put gear oil in a crankcase nor vice versa.

Any advice would be really appreciated.
