Speedo and Tach Needles Bouncing at Low Speeds or Idle

Have a 1971 280SL, the tach and speedo are bouncing at idle or lower speeds then are smoother as I increase speeds. Any suggestions before I replace the cables?

try WD40 squirted down the cables
1970 280 SL Light Ivory DB 670. 4 Speed manual shift no AC Limited Slip Diff.

Lube and cables didn't really help.  I sent my tach and speedo to speedometer.com and the needles smoothed out.  Does your tach "howl" when it gets below 45 degrees?
