There are cars around with American bumpers and/or headlights,
but you are right. The European looks for the Pagodas is much more in demand on the continent to the eastside of the Atlantic Ocean than on the westside.

2nd group: 1 - 2 letters
3rd group: 1 - 3 digit numbers
Often you can choose with the registration office which (center) letters or digits are available.
Thus: "HH SL 113" or something like that is possible.
The 4th group of lettering is something special.
E = Electro car, numbers = temporary licensing, H = historic car (> 30 years old).
That's it. Very easy.
And ah no, a typical US "fantasy" numberplate like "Pagoda" is not possible in Deutschland.
