No, not even close...
These are M4 screws; from factory they were nice chromed special type hardware. Countersunk with cross head. Picture "047" attached. The plastic washer is for retaining the screw onto the headlight door (bezel).
You can use a normal M4 countersunk screw.
As for the M4 screws that hold the alloy frame for the headlights to the pot in the fender, those screws are a special type as well. The head is a smaller diameter than normal pan head M4 screws, in order to clear the glass headlight lens. I have made my own screws by turning down the head diameter. See attached picture.
