looks like the connection of the vacuum line to brake booster.

It's the connection for the hydraulic constant idle speed cylinder from the power steering box. Some information in "The Linkage Tour" on this.

It moves the throttle linkage when you go to full lock on your steering. Not a common part on pagodas and more likely to see it on sedans or coupes.
