Judging from the location of the blower I suspect this was Gernold's fix for an underperforming Frigiking blower.

This car will appear on ebay next week -- 29K original miles, rare factory tropical a/c unit, museum-quality/Pebble Beach-quality restoration of a car that was always pampered to begin with .......

Actually, this is not a cooling fan at all.. it is the cars propulsion device. It is in Neutral configuration in the pic, but once started , it swings to propulsion angle and off you go.
