Cold Start Injector issue

My car isn't starting and I think it may be related to the cold start injector. I took the cold start injector off and first tested the solenoid which is working fine. I also took the relay and cleaned the points and put it back on. I confirmed that there is fuel coming out of the fuel line. I cleaned the cold start injector including the points where it sprays out to ensure it isn't clogged.

Is there another reason why the cold start injector may not be functioning properly? Something internal in the injector itself? I did notice it was leaking fuel after I put it back on but think it may just be the rubber seal which I need to be replace.

I'm trying to decide whether or not to buy a new cold start injector or if it's a whole different issue.

Take the little plug out just below the injector and see if there's vacuum there with engine running. If not then the injector is blocked.

Maybe the thermo-time switch has packed it in.  It provides ground to the relay when cranking for a cold start.  You can test it by connecting a test light or meter to the electrical connection on the valve and ground.  You should see voltage when you crank a cold engine.  If no voltage, test terminal 85 on the relay harness for ground when cranking. 

Maybe the valve is plugged.  If the valve is getting power, take it off the manifold and re-connect the power and fuel lines.  Run a jumper to ground the valve.  Put the valve in a plastic bag, crank the starter, and see if it sprays.  If it doesn't you need a new or rebuilt valve.

With the engine running at idle, energize the wire going to the CSV. If the engine falters from the excess fuel, then the valve is functional. Next use a test light to see if it functions when it should (cold starts etc.)

Thanks everyone for your help and advice. I think I've determined that the TTS is bad and have ordered a new one ( Part # 91161711700 ) as recommended by others on the forum. Once I receive I'll replace and report back.
