Fuel filter assembly

When I shake my fuel filter housing with the filter installed, I can feel the filter move inside the housing. There is a fiber washer located at the bottom of the filter but nothing at the top of the filter. 

Should there be 2 washers and where can I purchase them?

You can shake it when attached to the car??  I would think that might be a problem in itself.

Make sure you have the upper seal ring that's up in the part that the canister connects to.  See here:

I don't know top of my head but believe there is a perfect section cut drawing in the BBB.

Sorry, for some reason I thought this was an oil filter question.  Not much in the fuel filter section of the tech manual.

The fuel filter felt washes are glued on the top and bottom of the fuel filter. It is a tight fit. Use some grease on the felt so it will slip easily in place. The large, round,  square profile o-ring fits into the groove in the housing top. Keeping it in place while installing the canister can be troublesome.  I usually use some grease to hold it into place, wipe off excess before tightening down the canister bolt.

Thank you all for your input. Ja17, you answer rd my question.   I am missing the felt washer on the top of the filter. If the felt washers come glued to the filter, I will need to purchase a new filter.
