early 230 Seat Reclining Problem

I searched the forum and didn’t see anything related to this exact issue. I have assembled my seat frames from acquired parts (my original seats were rusted beyond repair) and everything has gone together straight-forward until a got to the seat recliner mechanism. These are the early style with the nylon cord. The original parts were not salvageable so I made new ones from 300# test monofilament. once I wrapped this around the rod, the rod will not turn. My thought is the loop should attach somewhere other than the metal hook?? I’ve attached photos of how I assembled these parts and I’m pretty sure it's not done correctly. Any hints, corrections, photos would be appreciated.

I think I found the issue. there is a second loop hook above!! Duh, apologies. when every thing is painted black it just blended in. I’m still not 100% that i’ll get it on the first try but I’m confident I’ll solve it.
