That’s a left hand thread grapple grommet and it belongs in the parts washer!

I was thinking steering shock absorber pin but its rusty so location was probably not under our cars -  then I thought windshield wiper assembly pin but I don't recall seeing anything like that on mine so I am at a loss.

Aha! That was very misleading! I thought the screw was part of this part and puzzled what is so weakly holding something substantial that is fixed with an M5 or M6 crew...

Still do not know what the part is...

I was not looking for this part there. I thought it is held by two small screws or rivets to something thin. I knew it is not a separate spare part. But I thought it was rusty and that drove my attention down under the floor....
